Thar Coalfield


It is estimated that the Thar Coalfield holds around 175 billion tons of coal. Detailed exploration work by the Government of Sindh has demarcated 12 blocks that are technically and commercially exploitable.

In November 2015, PERC was allotted Block-XII (12) of the Thar Coalfields, by the Sindh Coal Authority, of the Energy Department of the Government of Sindh.

Block XII has over 2 billion tons of coal, to develop for the purposes of mining and power generation. Some high-level, publicly available information on Block-XII can be downloaded here:  sindhcoal.gos.pk/block-xii/

Development Approach

PERC is undertaking a staged approach to development allowing for appropriate risk-mitigation and value creation for all stakeholders involved in the development, including the investors, regulators and community.

PERC has adopted international best-practises in the planning and implementation of the project.

PERC will commence Stage 2 of the project in the fourth quarter of 2016, according to the flowchart, with the Financial Close milestone to be reached by end 2018, and Construction and Commissioning to be completed by end 2022.

​Coal Mining


​PERC is will develop a large scale, open-pit coal mine with a target output capacity of 6.5 to 8 million tons of coal per year. The main use of this coal will be for power generation.

The coal will be sold to an affiliated power company, under the PERC umbrella, and will be regulated by the Thar Coal and Energy Board, according to the Thar Coal Tariff Determination Rules or 2014,

Power Generation


​PERC is targeting a power generation capacity of 1,320 Megawatts, with the power plants to be situated close to the coal mine.​

It is intended that the power generated will be sold to the Government of Pakistan under a 30-Year Power Purchasing Agreement ("PPA"), under the Power Policy 2015, as regulated by the Private Power and Infrastructure Board ("PPIB").

Advanced Technology & Environmental Considerations​


PERC is will develop the complete project with an eye towards achieving one of the world's first comprehensive implementation of newly developed Environmental Technologies to Coal Mining and Coal Power projects.

PERC has entered into a strategic partnership with EnvisionALR to acquire and implement such technologies.
